In order to promote the new green building materials with energy conservation, environmental protection and excellent performance, support the development of building energy conservation and green building, and promote the industrial transformation and upgrading, according to the regulations of Hebei Province on energy conservation of civil buildings, the regulations of Hebei Province on the management of the use of construction engineering materials and equipment, and in combination with the actual situation of Hebei Province, our department has organized the preparation of the promotion, restriction and prohibition of the use of construction engineering materials and equipment products in Hebei Province The catalogue (2018 Edition) (hereinafter referred to as "the catalogue") is hereby released after expert argumentation and social publicity. The notice on relevant matters is as follows:
1、 This catalogue synthesizes the contents of the first eight batches of "catalogue of promotion, restriction and elimination of construction engineering materials and equipment". Among them, some materials and equipment still need to be promoted, restricted and prohibited are reserved, and their implementation time is still in accordance with the original catalogue. At the same time, according to the actual situation of the state and our province, based on other provincial and municipal policies, some contents are added and deleted. Due to the large variety of materials and equipment, this catalogue can not cover all of them. For materials and equipment not listed in the catalogue, the current national and provincial policies and standards shall still be followed.
2、 For the products popularized and used in the catalogue, the architectural design and construction units shall give priority to the selection according to the current standards and specifications; for the products with limited use, the architectural design and construction units shall strictly check and not use them within the limited scope; for the products with prohibited use, the architectural design and construction units shall not use them. If the materials and equipment restricted or prohibited in this catalogue have been designed and selected before the issuance of this notice, or used for construction projects after the implementation of this catalogue, the construction unit shall negotiate with the design and construction unit to modify the design.
3、 All cities (including Dingzhou and Xinji) housing and urban rural construction, urban management and other departments shall forward this notice to all relevant units and implement it well. The construction, design and construction enterprises that violate the selection restrictions or prohibit the use of materials and equipment shall be dealt with in accordance with the relevant laws and regulations. For the production enterprises that violate the regulations to restrict and prohibit the use of products for construction projects, our department will record them in the bad credit files of the enterprises, and publish them in Hebei Construction materials and equipment use record and credit platform.
This Circular shall come into effect as of the date of issuance. The original catalogue of green and energy-saving products for construction engineering materials and equipment of Hebei Province (2013 version) (JMB [2013] No. 10) and catalogue of products for promotion, restriction and prohibition of use of construction engineering materials and equipment of Hebei Province (2015 version) (JMB [2015] No. 8) shall be repealed at the same time. In case of any inconsistency between the catalogue previously issued and this catalogue, this circular is hereby issued The catalogue shall prevail.
